     Quiet and focused worker, before elected to the City public office last May 2010 election, Councilor El Cid M. Familiaran has been an active civic leader, a former president of the Rotary Club of Bacolod, a former Manager of Negros Navigation, Inc., then, the country’s premier shipping company. And, at the time also, he was elected as Punong Barangay of Barangay 13, the position he assumed for nineteen (19) years. However, due to the Comelec’s prohibition for another reelection, he ran, and was elected Barangay Kagawad of the same barangay, which he vacated to function his new mandated tasks, as City Councilor of Bacolod, which makes him as the first barangay kagawad in the City of Bacolod to become the City Councilor.

     Elcid as his friends & relatives fondly called him, is married to Ana Portia Gimotea whom got the only son, Franklin Andre. His parents were Benedez G. Familiaran and Ymelda Montilla.

     Presently, he chairs two (2) committees in the Sangguniang Panlungsod, the Committee on Police, Security & Jail Management and Committee on Cooperative, Livelihood & Development.

     Hon. Homer, in his last term, is currently the Majority Floor Leader, and Chairperson of SP Committees on Education and Tourism, Local & International Cooperation.

     He is  responsible in institutionalizing the “BACOLAODIAT FESTIVAL” and the “ANG BANWAHANON AWARDS.

     Councilor Homer authored also the establishment of the Office of the Persons with Disability Affairs and the CADAC ordinances.

     He pioneered the “HUMAN FLAG” during the Independence Day Civic Military Parade in 2009 and 2010 and the brain behind declaring Lacson Street from 4th to 17th Street as “Tourism Strip".

     The amiable and humble councilor also represents the Philippine Councilor’s League-Bacolod City Chapter, as President.

     Is a veteran local legislator.  He was elected Councilor for three consecutive terms: No.7 in 1995, No. 2 in 1998 and No. 1 in 2001. He authored several landmark ordinances: Ordinance establishing a Monument for Human Rights Victims, Ordinance allocating 5% of the 20% Development Fund for Senior Citizens; Ordinance requiring all food establishments to use iodized salt; Ordinance regulating the use of  motorized tricycle, Ordinance requiring chairs for salespersons.

     For the past 20 years, he made his mark in the City as Human Rights and Labor lawyer. He stands for the interest of the urban poor, the workingmen and other marginalized sectors.

     He is a graduate of the Ateneo de Manila University (1978, B.S. Management) and the University of the Philippines College of Law Diliman (1982, LLB)

     He is an ex-seminarian and a former political detainee.

     He advocates the agenda: JOBS and JUSTICE, FOOD and FREEDOM.

     At present, he chairs the SP Committee on Human Rights and Committee on Communications and Energy.

     A hardworking and result-oriented man, Councilor Bobby Rojas started his career in public service when he was 26 years old. His commitment to provide quality public service has established him to be a man of action. The creation of Task Force BAHA under his chairmanship of the Bacolod Flood Control Coordinating Action Team has greatly helped alleviate the flood problems of Bacolod City. He authored the ordinance that established the Bacolod City Lying-In Clinic and Birthing Home Center. He strongly supports the campaign against dengue and assisted the City Health Office in their information drive activity.

     Councilor Bobby presently heads the Committee on Public Works and the Committee on Health and Sanitation of the Sangguniang Panlungsod. He was also appointed by the Mayor as Vice Chairman of the Flood Control Task Force.

     Dedicated the prime of his life to public service, married to Gloria Madrid Alisbo, former Punong Barangay of Barangay 9, Bacolod City, a graduate from Silliman University with the degree BACHELOR OF LAWS, a mortician by profession, awarded by DILG as among the Top Ten Punong Barangay of Bacolod City, when he was the Punong Barangay of Barangay 9 in 1988.

    
Presently, Councilor Alisbo chaired the Committee on Senior Citizens and Veterans Affairs and Committee on Government Assets, President of the Federation of Senior Citizens Associations of Bacolod City, Inc, (FSCAB), Chairman of Bacolod City-Federation of Senior Citizens Association of the Philippines, (FSCAB) Negros Occidental-Chapter.

     During his first (1st) and second (2nd) term he authored many ordinances and resolutions, now, on his third (3rd) term as councilor, he will continue his public service and legislative work.

     A business and civic leader distinguished for her charismatic personality, Em Legaspi-Ang is a registered nurse with a Masters Degree in Business both from the University of St. La Salle.  She has literally traveled the world while working as a flight attendant for Cathay Pacific Airways, Ltd. based in Hongkong for four years.
     Noted for her passion for her missions, she holds important positions in several civic and business organizations. She is the first woman and the youngest to be elected district governor of Lions Clubs International District 301-B in 2003-2004, and capped her term in office with numerous international awards. She became Secretary General of the Orient and Southeast Asia Lions (OSEAL) Forum in 2004-2005. She is also a faculty of the Senior Lions Leadership Institute where she gets to be invited to speak at Lions conventions in Asia, Guam and the United States.
     Councilor Ang and her husband run a successful real estate development firm, Regent Pearl Development Corporation. A recognized leader in the housing industry, she was elected National Governor of the Subdivision and Housing Developers Association (SHDA) in 2002-2003 after serving as SHDA Negros Chapter president in 1999-2001. She is currently a member of the Board of Directors of the Housing Guaranty Fund. President Gloria Arroyo appointed her in 2001 as Director of the GSIS Mutual Fund, Inc.
     Councilor Ang currently chairs the Sangguniang Panlungsod committees on Social Services, and Gender and Development.

     "Din", "Attorney", "Sir", "Pare", those are just a few names he is fondly called.  A good provider for his close-knitted family, religious, generous, and a loving person is also a lawyer and an accountant aside from being a city councilor of Bacolod City since 2004 to date.  His marriage with the city accountant of Victorias, MARY JEAN JIMENEA LOCSIN  brought forth both their personalities and characters to all four young boys  named Kevin Daniel, Keith Emmanuel, Dindo Jr., Kyle Joshua aged 18, 17, 11 and 9 respectively. His son Keith is the current SK Chairman who succeeded his older brother Kevin.  When it comes to sports, Councilor Dindo C. Ramos is very much fancied with basketball, chess and outdoor activities like going to the beaches and resorts. His chairmanship for the term 2010-2013 includes committee on transportation & traffic management and committee on urban poor, housing & resettlement.

     Among his approved ordinances includes the granting of free movie privilege to all qualified senior citizens of the city, educational financial assistance for SK chairpersons and SK kagawads, exemption of accredited housing associations or affiliate-members or a duly accredited federation from the payment of transfer taxes and a resolution requesting the Honorable Secretary Jose de Jesus of the Dept of Transportation & Communication to consider the possibility of transferring the present location of the Bacolod City Land Transportation Office to another site within the city to ease traffic congestion.

     The good natured Hon. Elmer T. Sy is a silent type councilor with an energetic personality when assigned or given a task to work on. Awarded as 3 termer councilor, he had also been a president of the Philippine Councilors League Bacolod City Chapter. It was during his term that the PCL held its Regional confab in Bacolod City attended by more than 600 delegates from the Visayan Region. He has just been recently elected No. 2 Director for PCL WV. He is presently the chairman of committees on Human Resource Development and Fire, Natural Disaster, and Calamities. He is dubbed as the” talk less more action” Councilor.      Councilor Sonya Montalvo-Verdeflor had her first "baptism of fire" in public service when she was appointed as Secretary to the Mayor of Bacolod City in 1998 during the administration of Mayor Oscar R. Verdeflor.  Her on-the-job work experience as Secretary To The Mayor and her passing the Philippine Bar Examinations of that same year paved the way to her being elected as City Councilor for the term Y2001-2004.  As Women and Children’s rights advocate, Atty. Sonya M. Verdeflor dedicated her public office as well as her law practice protecting the rights of Women and Children and the Filipino Family.  Currently re-elected as City Councilor, Atty. Verdeflor chairs the SP Committee on Family and Child Care and Development and the Committee on Labor and Management Relations and Overseas Workers.  She is married to Angel "Nonong" Verdeflor, a banker and a former councilor of Talisay City, Negros Occidental.

     Rising from a humble beginning, Councilor Caesar Distrito Known as the "Abogado sang Pigado" was the youngest elected Councilor in 2010.
     He graduated his AB Mass Communications in USLS in 1996, and he took his Bachelor of Laws in the same university. When he graduated last 2001, he immediately took the Bar Exams and passed. He was also granted a Scholarship Program when he took his Masters in Public Administration last 2006 at USLS.
     Councilor Caesar Distrito has an outstanding extensive experience when it comes to Public Service and student leadership. He was an SK Chairman for two (2) terms of Brgy. Singcang-Airport and Vice President of the Sangguniang Kabataan (SK) Federation. He had served in various positions in the Student Government of the University of St. La Salle and became the President of the Student Government of the College of Law. He became an Executive Assistant of the Office of City Mayor, under Mayor Evelio Leonardia from 2004 to 2005.  He was appointed as the Chief of Staff of Mayor Evelio Leonardia of Bacolod City in 2007 and was the Assistant Department Head of the City Planning and Development Office (CPDO)-Bacolod City Government from 2007 up to 2008. Recently, he was the youngest elected councilor in the 2010 Election. He had also served as COMELEC City Election Officer of La Carlota City.
     Aside from being a legislator of Bacolod City, Councilor Distrito continues to practice his profession as a lawyer, dealing on matters such as election laws, family and civil relations, properties & criminal laws. He is also a professor in the Graduate School and Political Science at the University of St. La Salle.
    As a newly elected City Councilor of Bacolod, he aims to promote programs such as youth development programs; educational programs such as scholarships; Tourism Promotions; Health Programs & Social Welfare projects for PWDs and Social Services for the poor

     Born on October 3, 1967 and is a graduate of De La Salle University Manila in Business Management; he is an astute businessman and entrepreneur in the field of finance and real estate.  He is an awardee of Signum Lasallian award, conferred by the University of St. La Salle Bacolod for being a visionary entrepreneur.  He has a weekly radio program every Sunday in the local AM station Aksyon radio 684 to communicate his plans and visions.

     He has sought to increase cooperation and partnership between Bacolod City’s leaders, its business and civic communities and its residents.  The result of his effort is a new era of collaboration that is paving the way for a string of remarkable, "game changing" accomplishments for Bacolod City.

   
The slogan "May Progress Kay Lopez" is the fruit of his dedication to shake the old habits, and move the people for a timely change.  He fondly quips, that’s why the BOSS is needed.  "Bawat Oras Sama Sama".

     As a devout Catholic, a lay minister and a professed Third Order of the Franciscan Congregation, he is "A man after God’s own heart".  (1Sam 13:14).  He calls his style of leadership as Christ Centered, which is characterized by selfless giving and sacrifice.  Love for God bears fruit, in the love for neighbour and love for country, which he fondly calls "The Politics of Love"

     From the world of business,  Ms. Mona Dia G. Jardin junctures  into politics. A very dynamic leader starts her career as an employee of the Accounting Office of the Bacolod City Hall and the Commission on Audit before running for the position of Punong Barangay in Brgy. Felisa.  On her first term  as Punong Barangay, she was elected as Liga President and made it as  ABC Treasurer of Region 6.  A former President of Highly Urbanized City Agricultural and Fisheries Council, executes her duties in good spirit.


     She is a city scholar who made it  cum laude  at the University of St. La Salle as a Bachelor of Science in Accountancy graduate.   Aspiring to improve herself to be a better person and leader, she studied Law at the University of Negros Occidental Recoletos.   Also, graduated   valedictorian from MRRP High School in Barangay Handumanan, rightly a remarkable achiever.
