Housing Status and Characteristics

    As of  2003, the Bacolod Housing Authority revealed that there were 1,095 complex and simple subdivisions existing in Bacolod City from 1995-2003 as compared to  1,258.  Most of these were low-cost housing project is for the benefit of those who are members of the GSIS, SSS and PAG-IBIG.
     The 2000 NSO report shows that Bacolod City has a total population of   429,076 and the number of households was 87,441 for an average household size of 4.91.  The 2000 statistics registered an Annual Growth Rate of 1.39 % as to 1.88 % in 1995.  Of the total household of 87,441; 84,510 has occupied housing units or ratio of 1.03
     By the type of housing unit; 79,012 or 93.5% are in the single house category comprising 81,591 households with 398,829 household population or a ratio of 1.03 household to one (1) housing unit and a ratio of 5.05 household population to occupied housing unit. There were 2,228 duplex units or 2.63% of 84,510 total occupied housing units comprising 2,353 households and 10,746 household population or a ratio of 1.06 households to a duplex or a ratio of 4.82 household population to a housing unit.
     The multi-unit residential has a total of 1,636 occupied housing units or 1.39 % of the total 84,510 occupied housing units with a household population of 7,957 or a ratio 1.11 households to each unit or a ratio of 4.86 household population to an occupied housing unit.

    
Some 357 household units can be found in commercial, industrial and agricultural buildings, while 73 live in institutional living quarters, 26 live in “other housing unit” and 1,178 were not reported as to what kind of housing unit they live in.
     As far as construction materials was concerned; 29,542 housing units or 34.96 % were made of concrete, brick or stone; 21,172 – wood; half concrete/half wood –18,923 and bamboo/sawali /cogon/ nipa – 10,017. Majority of the roof housings were made of galvanized iron – 28,361, tile/ concrete /clay tile – 317, half galvanized iron and half concrete – 2,692.  The other housing units were made of light and other salvaged materials, asbestos, glass, and others.
     Of the 84,510 housing units;  20,295 were built in 1996 – 2000 and 14,209 of these or 70% needs no repair or minor repair while 4,136 needs major repair.  18,913 were built in 1991-1995; 18,275 in 1981-1990; 12,480 in 1971-1980; 5,527 in 1961-1970 and 5,025 in 1960 or earlier.  Most of the housing units built in early of 1960 up to 2000 or 18,157 out of the total housing units of 84,510 needs major repair.; 733 were dilapidated and condemned.
     NSO Census results of occupied housing units by floor area shows that 21.0 % of the total housing units have 30-49 sq. m.  floor area followed by 20 –29 sq. m. – 15,756; 10-19 sq. m. – 14,259; 50-69 sq. m. – 10,206 housing units. Median floor area of the housing units were recorded at 34.1 sq. m.  Average number of households in each occupied housing units of   84,520 is 1.03 with the single house type of  building comprising the highest number of households reported at 79,012 or 93.49 %.
     Of the 87,441 households in the city; 34,199 or 39.11 percent owned or amortized their lot; 33,765 or 38.61 percent of the lot is rent-free and with consent of owner while 6,803 or 7.78 % is rent-free and without the consent of the owner.

Housing and Relocation Programs
    
As a whole, there are two (2) existing Relocation Housing Projects of the City.   These are the Handumanan Relocation Site and Fortune Towne Relocation Project. The Handumanan Relocation Site has an area of 95.04 hectares of agricultural land and later was classified into residential land. It covers six (6) phases with a total number of 5,028 residential lots.  The Fortune Towne Relocation Project has a total land area of 5.6 hectares with 680 residential lots having an average lot size of 54.0 square meters.
     There is also a housing project that caters to the housing needs of both City and National Government employees. The Fortune Towne Employees Housing Project is a house and lot package located at Barangay Estefania. It has an area of 10.4 hectares with 532 residential lots.  This project is a Joint Venture Agreement entered into by Tierra   Minerva Development Corporation, National Housing Authority and the City of   Bacolod.
     Celine Homes at Barangay Estefania is also a Joint Venture Project entered into by the St. Rafael Development Corporation and the City of Bacolod. It has an area of   22.9 hectares with 2,781 residential lots. It is an open market to families who do not own housing properties in the City.
     The Bacolod Housing Authority conducted a pre-relocation socio-economic survey and tagging of structures to 976 squatter families respondent of civil and barangay cases for eviction, 671 squatter families of Brgy 1 for land ownership through Proclamation Order/miscellaneous sale and 156 squatter families of Veraguth--Montilla Barrio Homesite.
     For its relocation projects; BHA facilitated the transfer of 65 families from Barangay  6 to Handumanan Relocation Site and conducted occupancy.

Special Projects
    
Lingap Para sa mga Mahirap Project provided technical assistance to 100 poorest of the poor family beneficiaries in 5 selected barangays of the city ( Brgy.  1, 35, Handumanan, Punta Taytay and Mandalagan ) costing a total of P 923,552.12 from a national fund of P 1,000,000.00 through the NHA.
Community Mortgage Program
    
This is an innovative concept of low income home financing, where several beneficiaries through community ownership may acquire an undivided tract of land.  Among its activities were the Kabalikat sa Pabahay Awardee 2003 “Top 5 Outstanding LGU Originator” given by HUDCC last December 17, 2003 at Malacanang, Manila, Philippines.  Release of Take-out Projects amounting to P46,621.94 benefiting 1,753 members from different associations with a 91% Average Collection Efficiency rating for all take-out projects.
Cost Recovery and Titling
    
The Bacolod Housing Authority has received/evaluated 104 application from original/non-original awardees to purchase a lot at MRRP/MSSP, Handumanan Relocation Site.  Prepared and facilitated 87 payment issuance orders to 35 awardees/applicants of MRRP/MSSP: Full payment - 26, Partial Payment – 61 and facilitated the signing of Deed of Sale for fully-paid MRRP/MSSP awardees. 

Case Review Committee
    
The Committee have facilitated 9 regular and 4 special meetings; resolved 13 cases with 7 non-original awardee-applicants granted approval to purchase a lot and passed a total of 44 resolutions.
Other Projects
    
The Solid Waste Management Project has launched a Cleanliness Campaign at FTRS highlighted with a Clean-up Day; FTRS Survey on Sanitation (toilets) & Issuance of Notice of Violation based on C.O. 269, Series of 2000 Rule 7, Section 7.

Facilities at Relocation Area
     Handumanan
     Aside from the individual subdivision lots, the relocation area  has electricity, water, well paved and concrete roads, elementary and high schools, a lying-in clinic, day care centers, a mini-gymnasium, market space, open space, sports areas and facilities like basketball courts, church, and Barangay Hall, among others. There are also a number of  Protestant  and Born-Again Christian Churches with an orphanage run by  American missionaries.  The St. Ezekiel Health Center is operated by the University of Negros Occidental-Recoletos for the homeowners at Justice Guillermo Villasor Village  and other residents of Handumanan.
     The  newly opened phases  occupied by families relocated from the  airport need more facilities.  Livelihood opportunities  are also needed.
      The Negros Economic Development Foundation’s  (NEDF)  NGO Village  in Handumanan  is a housing project for NGO workers based in Bacolod and Negros Occidental.

    
Squatter Areas
     Squatter colonies exist in Barangay Banago, Barangays 1, 2, 3, 6, 8, 9, 10, 11, 12, 13, 14, 16, Reclamation area, Magsungay and other barangays of the city. Environmental sanitation is a recognized problem in these areas especially where dwellings are constructed above or beside canals/creeks and river banks. Unsanitary health practices like dumping of human and man-made wastes anywhere within  squatter areas, the lack of sanitary toilets and potable water create health problems which the city government must immediately address.
     Subdivision Approval
     Processing of Permits and Clearances.  For report year 2001, the Bacolod Housing Authority was able to recommend to the Sangguniang Panlungsod for approval, the following permits and clearances filed by the different developers in the City:
