APPLICATION FOR BUSINESS PERMITS
BACOLOD E-BIS (Electronic Business Integrated System- Developed by MITCS, New Government Center)


1. Issuance of Official Receipt for Business Application Form (CTO)
The applicant first pays P5.00 to the City Treasurer's Office (CTO) - Collection Section for the Business Application Form. 


2. Interview and filling-up of the Application Form (CMO-PERMITS)
Applicants proceeds to the City Mayor's Office (CMO)- Permits & Licensing Division for the issuance of application form. The Permits & Licensing Staff/Employee or the applicant fills up the Business Application Form.


3. Clearances
(Brgy., Zoning, Health, Fire Safety, etc.)

  1. After filling-up and the interview, the applicant is advised to have the application notarized.

  2. The applicant will then proceed/continue to secure the clearances needed for the business.

  3. Required clearances are BARANGAY, CPDO (Zoning Officer), Real Estate Taxes, City Vet., Health, Market, Fire and SSS Clearance.


4. Data Entry - E-BIS (CMO-PERMITS)
The applicant with all clearances (except fire) complete then proceeds to the Encoding Section of the Business Permits & Licensing Division for the data entry - TRACS.


5. Assessment / Billing (CTO)

  1. For renewal of business, the applicant goes to CTO - Records Section first to get his/her ledger card.

  1. New applications and renewal applications then proceed to CTO Assessment Section for assessment.


6. Payment (CTO Collection)
Applicant pays at CTO Collection Section and is issued Official Receipt.


7. Issuance of Computerized Mayors Permit (Permit and Licensing Office - CMO)
After compliance with all requirements and after payment, the office (Permits and Licensing Division) will issue the Computerized Mayors Permit and then forwards this for the signatures of the Chief of Permits & Licensing Division - CMO/ and the City Mayor herself.
