Forty
Bacolod City Bantay Dagat Task Force volunteers, casual employees and
staff of the City Agriculture Office are presently undergoing training on
“Basic Fishery Law Enforcement” at the ABC Hall, Bacolod City.
Held in coordination with the Office of the
Provincial Agriculture, the training started yesterday (Sept. 7) and will
end on Sept. 10, 2004.
Executive Assistant Jonah Abao stressed that
residents of the city, especially those who are living in the coastal
areas, must have a knowledge of basic environmental protection especially
in areas where dynamite fishing and other illegal activities are
rampant.
Abao said the training is in line with the Bantay
Dagat Production, Protection and Fishery Conservation program of the
administration of Mayor Evelio Leonardia.
CAO Officer-in-Charge Romeo Garcia disclosed that
the 4-day training program consists of lectures and orientation on the
proper care and protection of the city’s coastal areas.
Garcia added that after the training, the
participants will be deputized or given legal authority by the City Mayor
to guard the coastal areas as members of the Bantay Dagat Task Force, in
pursuant of the City Ordinance 264, an ordinance enforcing the protect of
the territorial coastal area of the city.
The first day of the seminar included discussions
on topics such as Components of and Importance of Marine Ecosystem by
Reynaldo Tabayan, Coastal Resource Management/Assessment by Roderico Bolo
and Paralegal/Pertinent Provision of Fishery Laws by Atty. Hermes Arino
and Arlene Juarez.
The second day will include an orientation on
Nautical Terminologies, SOP/Power, Duties & Responsibilities of Deputy
Wardens, Board and Search by Provincial Bantay Dagat Coordinator Elmer
Tubola; Board and Search/Boarding Protocols and Laboratory Exercise/ Board
and Search (Person/Property Search-Boat) will be discussed by P/SI Greg
Rico Togonon.
On the third day, Elmer Tubola will conduct
Nautical Map Reading & Plotting with laboratory exercise to be
followed by a discussion on the Rules of Other Line Agencies.
An actual Seaborne Patrol demonstration will be
conducted on the last day to be followed by a lecture on the Filing of
Cases in Court/Moot Court by a Provincial Bantay Dagat Coordinator, Arlene
