The EARNET-Patrol 117 System in Bacolod City
Bacolod City has a high number of Emergency Medical, Rescue, Anti-Crime
and Fire Volunteer Groups compared to other Cities of comparable area
and size of population. By December 2001, the City
was already ripe for the installation of an EARNET-PATROL 117 System to
serve as the nerve center of an Integrated Response and Dispatch System
for the many Emergency Medical, Rescue, Anti-Crime and Fire Volunteer
Responders in the City. The EARNET-PATROL 117 System in Bacolod City was
set-up during a time when the Local Government Unit (LGU), through
Honorable City Mayor Luzviminda S. Valdez, have committed the material
and human resources of the City at the disposal of the Program for its
institutionalization not only in the City but also possibly in the
Province and even the entire Region in the near future.
One
further advantage of the EARNET-PATROL 117 System in Bacolod City is the
close coordination between the LGU’s Disaster Operations Center
(Bacolod City Disaster Coordinating Council) and the Operators in times
of Disaster. These and the efforts of the City Government, together with
the help of the DILG, PNP, BFP and the BJMP, to spread the advocacy of
the community based principles of the EARNET-Patrol 117 System is a
healthy indicator of the System’s increasingly important role in
ensuring a safe and secure community befitting the City’s title as the
Second Most Livable City in the Philippines.

The
Bacolod Call Center of the EARNET-PATROL 117 System has been in actual
operation since September 4, 2002 after the idea was discussed among the
various stakeholders who are as follows:

Personnel
Component
The
active personnel component of the Bacolod Call Center of the EARNET-PATROL
117 System is composed of Five (5) Uniformed Personnel from the
PNP, BFP and the BJMP duly augmented by Two (2) Casuals from the City
Government of Bacolod. The uniformed personnel are working as Operators
in Twenty-four Hour (24) Working Shifts. As programmed, the
City Government has expressed its willingness to provide additional
Personnel if the operations of the Call Center so demands.
Equipments
Currently,
the Bacolod Calling Center has Eight (8) Phone Lines with the necessary
specifications to receive Emergency Calls from the people within the
area of coverage of the Calling Center and has three (3) programmed
computers to serve the information management needs of the Calling
Center.
Linkages
As
mentioned earlier, Bacolod City takes pride in having a large number
of Volunteer Emergency Medical, Rescue, Anti-Crime, and Fire
Organizations which was started from the late 70s until the middle
and late 80's. These organizations have become the partners, together
with the City Government of Bacolod and the telecommunications
companies, of the Bacolod City Calling Center of the EARNET-PATROL 117.

Advocacy
The
EARNET-PATROL 117 System also has an Advocacy Campaign which for the
most part of the period covering the first four months of its operation
consisted of Training for Barangay Tanods on their role and
responsibility in keeping the peace of their respective communities
within the framework of the EARNET-PATROL 117 System.
