CITY ORDINANCE NO.1251

AN ORDINANCE  PROHIBITING THE SALE OF  LIQUOR, BEER OR OTHER INTOXICANTS TO PERSON OR PERSONS BELOW 18 YEARS OF AGE AND REQUIRING ALL REFRESHMENT PARLORS, EATING JOINTS, BARS AND OTHER SIMILAR PLACES WHERE LIQUOR, BEER OR OTHER INTOXICANTS ARE BEING SOLD OR DISPENSED, AND REQUIRING THE POSTING OF SIGNS AT LEAST THREE  FEET IN WIDTH AND FOUR FEET IN LENGTH IN CONSPICUOUS PLACES TO THE EFFECT THAT “PERSONS BELOW  18 YEARS OF AGE ARE PROHIBITED TO TAKE OR DRINK LIQUOR, BEER OR OTHER INTOXICANTS", AND PROVIDING  PENALTIES THEREOF.
Be it ordained by the Sangguniang Panlungsod of Bacolod, that:
     Section 1-All business establishments wherein liquor, beer and other intoxicants are served or sold are prohibited to sell or serve to person or persons below 18 years of age liquor ,beer or other intoxicants and shall post in conspicuous places inside said establishment a sign board at least three feet in width and four feet in length, reading, to wit:" persons below 18 years of age are prohibited to take or drink liquor, beer or other intoxicants”, in big and bold letterings.
     Section 2-That the said above establishments must require proof of age its customers in case of doubt.
     Section 3-The owner or owners, the manager, or any person in charge of such erring establishment, waiters and/or waitresses Or any person serving such intoxicants and the minor who is under 18 years of age who shall violate this ordinance shall be liable to the following penalties:
  a) First Offense-suspension for one month of  the business establishment, and three months imprisonment and/or fine of P100.00 or both  at the discretion of the  court of owners or managers or any person in charge of the erring establishment ,waiters or waitresses and the minor.
  b) Second Offense-Revocation of the permit of the establishment, and imprisonment of six months and/or a fine of P200.00 or both at the discretion of the court for the owners or manager or any person in charge of the erring establishment, waiters or waitresses and the minor.
Section 4-This Ordinance shall take effect 15 days after the approval.
