GENERAL SERVICES


     3. CITY LEGAL OFFICE (CLO)
     The City Legal Office was created primarily to provide legal services and assistance for and in behalf of the City Government. Under Executive Order no. 9 issued on November 3, 1988, however, it was also tasked and made responsible for handling the Composite Enforcement Unit which the public can rely on in enforcing order on public places.

A. Removal of Any Unauthorized/Illegal Structure on Public Property such as Roads, Alleys, Sidewalks, Body of Water and the like.
ABOUT THE SERVICE: This intends to respond to the general public's complaints against illegal or nuisance structures. The subject of the complaint should be within the political boundary of Bacolod.
Who may avail of the service:
All bona-fide residents of Bacolod City

Letter Request or a complaint addressed to the City Legal Officer

B. Review of Contracts, Ordinances and other Legal Instruments

ABOUT THE SERVICES: Contracts, ordinances and other instruments are reviewed by the CLO to determine the legality of provisions embodied therein.

Who may avail of the service:
> Any individual or legal entity doing business with the City Government of Bacolod
> Offices of the City Government of Bacolod.

Copy of the contract, ordinance or other instrument duly endorsed by concerned offices>

ABOUT THE SERVICE; The office renders legal opinion/s on the basis of written queries submitted by any office, body or person concerning matters involving the city.

D. Addressing Internal Complaints Against City Employees
ABOUT THE SERVICE: The office also handles disputes between employees of the city government

     The Bacolod City Public Library provides learning and reading materials to the general public such as books, periodicals, magazines, references and other information materials.

A. Using and Borrowing of Books at the City Library
ABOUT THE SERVICE. The City Library allows users to browse and borrow materials for reading and research purposes.
Who may avail of the service:
Open to the public
Requirements:
For Room users: None
For users who wish to borrow materials from the City Library

> Photocopy of current school or office ID of guarantor

5. CITY PLANNING & DEVELOPMENT OFFICE ( CPDO)
    
The City Planning & Development Office performs the development and planning services of Bacolod City. Among its objectives are the following:

  1. To come up with an integrated economic social, physical and other development plans and policies of the City Government

  2. To conduct and prepare feasibility studies in relation to the requirements set by both the Executive and Legislative Offices.

  3. Strengthen coordination with other agencies involved in the planning and implementation of all programs undertaken by the cityz

  • Barangay Development Plan ( BDP)

C. Provision of Computer-generated Maps
ABOUT THE SERVICE: The Geographic Information System (GIS) section produces computer generated maps of Bacolod.
    These maybe printed in various scales, upon request. The maps available range from those showing road networks up to those for land use and identifying flooding hazards.

  1. Choose from the catalogue of maps available and inform the person-in-charge about the size and scale of the map needed.
    If the map you need is not available in the catalogue, discuss with the person-in-charge the possibility of coming up with customized maps.
    In cases, where request requires the possibility of maps to be customized, GIS technical staff needs the approval of Plans & Programs-GIS Division Chief
