2007 EXECUTIVE SUMMARY

  1. INTRODUCTION

     The year 2007 once more affirmed the trust and confidence of the Bacoleños in the leadership of City Mayor EVELIO R. LEONARDIA, in the elections held last May 2007. Of the total votes cast, 68% voted for the reelection of Mayor Leonardia. No doubt the present administration has really done much to deserve such an unprecedented support from our population.
            The re-election of the present administration effected the continuity of the major projects of the City, such as the Government Center and the Slaughterhouse.
            As of December 2007, construction of the New Government Center has reached 51%.  As per Contract it is expected to be finished by June 2008.
            The New Bacolod City Slaughterhouse is still undergoing renovation. Slaughtering equipments are being placed and other necessary constructions for its early operation are being done.

           
Bacolod City, through the collaborative efforts of all the local government agencies has again stood out victorious in various Regional and National Competitions.
            The Philippine Chamber of Commerce and Industry awarded Bacolod City as the MOST BUSINESS FRIENDLY CITY in the Visayas, and eventually as the MOST BUSINESS FRIENDLY CITY in the Philippines on October 24, 2007 at the Manila Hotel.
            On September 21, 2007, the National Police Commission/National Peace and Order Council adjudged the City as the 2nd BEST CITY PEACE
AND ORDER COUNCIL – Highly Urbanized City Category at the Malacañang Palace.

            The Western Visayas 2007 Tourism Assembly bestowed the REGIONAL TOURISM EXCELLENCE AWARD - WESTERN VISAYAS’ LIFETIME ACHIEVEMENT AWARD to the  Hon. Mayor EVELIO R. LEONARDIA on November 14, 2007 at the Nature’s Village, Talisay City. At the same time, Bacolod City also won the award for the MOST ARTISTIC BOOTH – ENTREPRENEURIAL TOURISM for Region 6.
            Bacolod City is also the recipient of the OUTSTANDING CITY ON NUTRITION PROGRAM IMPLEMENTATION AWARD given on October 2007 by the National Nutrition Council.
            As always, the Bacolod City Softbelles won the 2007 ASIA-PACIFIC LITTLE LEAGUE GIRLS SOFTBALL CHAMPIONSHIP held in Pasig City, Philippines.
            Finally, the 2007 Gawad Pangulo sa Kapaligiran awarded Bacolod City 1st Place in the WESTERN VISAYAS REGIONAL CLEAN AND GREEN COMPETITION – HIGHLY URBANIZED CITY

  1. ECONOMIC

     Bacolod City has seen an upbeat tourism economy in 2007 with a 122% growth in foreign tourist arrivals over that of last year’s; 86% in Overseas Filipino Workers (OFWs) and 8% domestic arrivals. Assessment Fees paid by tourism-oriented and tourism-related establishments in 2007 amounted to P1,334,446.00. Gross receipts from tourists based on prescribed computation are pegged at P988,425,430.00.
      The New Slaughterhouse is expected to be operational early 2008. This P74 million infrastructure will give Bacolod not only a new image in the slaughtering of animals but it will assure our population healthful meat processing.


  1. SOCIAL

     The City Department of Social Services and Development has accomplished much in providing basic social services to our constituents. For the year 2007, DSSD has spent a total budget of P42, 460,644.00 broken down as follows: P23,859,241.00 for Programs and Services; P2,700,000.00 Aid to Institutions; and P15,901,403.00 for Personal Services. For their physical accomplishment, as per headcount, a total of 22,682 dysfunctional families were served while as per service count 43,210 availed of the different services offered by DSSD.
            The Urban Basic Services Division under the Office of the City Mayor has been tasked to coordinate and implement the City’s Nutrition Program. Supplementary Feeding Program of INSUMIX is an on-going program with 3,083 preschoolers who are in the below normal and below normal very low nutritional status. A very recent program called NUTRIPAN, referring to Nutritious Pan de Sal, benefited 3,722 schoolchildren from the different public schools. Another popular project of UBSD is the Operation Family Nutrition which is a joint project of AMHOP and UBSD in coordination with GAD Council.
            For its exemplary performance in Nutrition Program Implementation, Bacolod City was given the GREEN BANNER AWARD as Outstanding in Region 6 during the 18th Nutrition Congress held at the Iloilo Grand Hotel last October 5, 2007.
            The City Health Office identified the leading causes of mortality as follows: Infant Mortality – sepsis neonatorum; Morbidity – acute hemorrhagic fever (Dengue fever); Maternal Mortality - pre-eclampsia/hyper. in pregnancy; Child Mortality – pneumonia; and Mortality – hypertensive vascular diseases.


  1. INFRASTRUCTURE

     For Infrastructure, the City Engineers Office reported the following accomplishments: completed projects worth P39,237,652.18; on-going projects P81,043,386.87; and for implementation (by administration) P14,472,025.00 and (by contract) P39,085,267.00.
            The Office of the Building Official collected Regulatory Fees in the amount of P16,392,387.45 for a total of 6,130 permits issued.  The Office issued 930 building permits for a total construction cost of P1, 607,700,914.92.
            The Central Negros Cooperative, Inc., the main supplier of electricity for Bacolod City, reported 72,854 residential consumers; 6,409 small commercial consumers; 546 large commercial consumers and 56 industrial consumers.

            The Bacolod City Water District has a total 29,275 domestic and government users and 2,377 commercial users. For 2007, BACIWA served a total of 259,194 consumers. The average daily water demand is 45,659 cubic meters while the maximum daily water demand is 78,548.75 cubic meters.


  1. DEVELOPMENT ADMINISTRATION

    The City Treasurer’s Office reported actual collections of real property tax at P236,365,127.78. Disbursements for 2007 totalled P899,794,081.00 distributed as follows:  P377,443,818.36 for personal services; P242,543,260.73 for maintenance and other operating expenses; and P143,050,840.15 for capital outlay.
            The Human Resource Management Office in coordination with the Management Information and Computer Services implemented the Electronic Finger Print Time Recorder to keep track of the daily time record of the city employees. At the same time, the HRMO also implemented the GSIS Electronic Online System to facilitate GSIS loan applications of the employees.
            The Permits and Licensing Division under the City Mayor’s Office reported 12,857 Mayor’s Permit issued, 16,728 Business Application count, 658 Tricycle Franchise issuance, 3,438 Mayor’s Clearance issuance and 306 Miscellaneous Permits issued.
