After earning a majority vote of confidence in
the last May 10, 2004 elections, Atty. Evelio "Bing" R.
Leonardia is back again as Bacolod City mayor, the post he held six
years ago, with a renewed conviction, commitment, and vigor to keep this
highly urbanized city back to its toes.
Having been a Councilor in 1988-92, and
Vice-Mayor in 1992-95 of this city, Mayor Leonardia is determined to
restore the foundation of good governance in the city and for it to recoup
its former reputation as one of the premier cities in the Philippines.
Mayor Bing is joined by a team of top caliber
men and women, whom he handpicked for their exceptional and technical
expertise. This is a team that will help him in his quest towards
"re-building Bacolod City", which has the following main
goals; to provide efficient and effective administration, to improve the
delivery of basic services, and to rebuild the foundation for economic
development.
Re-building
Bacolod City is indeed a gargantuan task for one man, but with the
support and help of all city officials, city department/office heads,
city employees, businessmen, civil society, and all his constituents in
the 61 barangays, Mayor Leonardia is certain he can make it in not so

Vice Mayor Jude Thaddeus Sayson is a good example of a chip off
the old block, as he hails from a family having zest and zing
for public service. "Thaddy", as he is fondly called, is his own
man, albeit his conviction to public service is influenced by
the legacy left by his parents, the late Vice Mayor Jovito
Sayson and the late OIC Vice Mayor Reynalda Sayson who was also
a retired DECS Division Supervisor.
Vice Mayor Thaddy started his political career as a
Barangay Kagawad and then became the Barangay Captain of
Barangay Sum-ag. He is the first Barangay Captain to be elected
as City Councilor in 2001. He had faithfully served the City as
he was elected as a two (2) term city councilor. He is happily
married to Cecilia Crisol Sayson and a loving father to his
three (3) sons and twin girls. He is also a Director of First
Farmers’ Association, Inc. With his remarkable leadership as the
Vice Mayor of the City, for the first time, the Sangguniang
Panlungsod won the 2009 National Local Legislative Award for
Highly Urbanized City Category given by the Department of
Interior and Local Government (DILG) and the Philippine
Councilors’ League (PCL) and also awarded the 2010 Excellence in
Local Legislation-City Category, a yearly award given by the
DILG for the Best Performing Cities in Region 6.
