CITY ORDINANCE NO. 277
February 1, 2001 

                AN ORDINANCE ESTABLISHING THE CREATION AND OPERATION OF AN OFFICIAL WEB SITE FOR THE CITY GOVERNMENT OF BACOLOD AND PROVIDING FUNDS FOR THIS PURPOSE.
Be it  ordained by the Sangguniang Panlungsod of Bacolod that: 
                WHEREAS, the use of the internet is now acknowledged as a well-advised approach and a very useful instrument in the conduct of business operations both in the private sector and government;  
                WHEREAS, the City Government of Bacolod is interested in improving its delivery of basic services
 to the general public, create not only local but also international awareness of its profile and programs,
 boost its tourism potentials and help in the growth of investments and business opportunities in the City through the 
use of the internet;   
             WHEREAS, the creation of a web site in the internet for the City Government is expected to achieve the desired results for the areas in interest as stated in the foregoing paragraph;
             WHEREAS, our MITCS Department is capable of developing the web for the City Government to be hosted by an Internet Service Provider through a multi-user account with virtual web/email service;
             WHEREAS, the City Government will adopt a domain name of bacolodcity.gov.ph;
             WHEREAS, there are costs involved in the development and creation of a web site, hosting maintenance and subscription of a corporate multi-user account estimated P127,000.00, initial set-up cost and monthly maintenance charges of P15,000.00;
             WHEREAS, the funds for its initial set-up may be taken from any available source and its monthly maintenance charges shall be taken from the operating expenses of the MITCS Department;
            WHEREAS, the Annual Budget of the MITCS Department may be supplemented and/or augmented for this purpose.
            NOW THEREFORE, BE IT ORDAINED by the Sangguniang Panlungsod in session assembled, that:
            Section 1 -            An official web site shall be established, created and operated by the City Government of Bacolod, to
            be hosted by an Internet Service Provided through a multi-user account with virtual web/email service.
            Section 2 -            Funds for its initial set-up shall be taken from the General or any other available source of fund.
            Section 3 -            The monthly maintenance charges shall be regularly taken from the operating expenses of the MITCS
            Department, and the budget of said office shall be supplemented and/or augmented for this purpose.
            Section 4 -            This ordinance shall take effect upon its approval.
