HISTORICAL
BACKGROUND
Barangay 38 was officially created in January
5, 1973 into a Barangay by virtue by of P.D. No. 86 and 86-A stating
that all barrios and poblacion in the Philippines will be change in to
Barangays. Pursuant to R.A. 3590 as amended by P.D. 86 and 86-A all
powers vested in the barrios shall henceforth be exercised by strengthen
and defining the role of the Barangay. P.D. 86-A provides that the
collective vies of the people shall be considered in the formation of
national policies and programs.
In the year 1972 the first designate
Barangay Chairman of Barangay 38 was Miss Virgie Alcala and on April 16,
1973. City Mayor Hon Carlos Benares requested an Emergency Citizen
Assembly purposely to appoint the corresponding Barangay Officials thru
public nomination. Mr. Hilario Paz had been appointed Barangay Captain
until the until the time in the year 1982 when PRESIDENT FERDINAND E.
MARCOS called an election for barangay captain and councilmen throughout
the country. The results of such election for Barangay Officials in
accordance with the votes garnered are as follows to with.

During the
administration of OIC Mayor Amado Parreno in 1986-88, all Barangay
Official were appointed for positions, Mr. Tibus, Sr. took oath of
office asa Barangay Captain and appointment six persons as members of
his Barangay Council.
In 1988 the council of Barangay 38 was
conducted as collegial election for barangayb officials. Mr. Agustin
Alzaga was voted Barangay Captain and elected six councilmen and KB
Chairman namely:

Mr. Alzaga was not
able to finish his terms as Barangay Captain due to his untimely demise.
Mr. Romeo Escalona, being the number one kagawad took over the position
left by Mr. Alzaga by virtue of succession.
In line with the 1994 plebiscite election
called by the Commission on Election for Barangay Officials. Romeo
Escalona was officially elected Barangay Captain. The Barangay Council
has appointed Ma. Crestina Montinola as Barangay treasurer and Filipinas
Olam as Barangay Secretary. The Barangay Councilmen
and SK Chairwomen having majority votes were follows.

In the year 1994
under the leadership of Hon Barangay Captain Romeo Escalona ther were
many changes and development in the Barangay and with the aid of a
Japanese Foundation, a Barangay Hall was duly constructed in 1996, after
the year construction of mini-gym was materialized under the
administration of Hon Congressman Romeo G. Guanzon. Barangay 38 made
various improvement on the instillation of water facilities electrical
and drainage system and road widening.
Barangay 38 has participated in some civil and
private organization and to mentioned Bacolod City most popular fiesta,
the MassKara Street Dance contest where they won third place and best in
costume for Barangay Category. Famous landmarks of Barangay 38 are: the
first Chinese school Tay Tung High School, the Volunteer Chamber Fire
Brigade, the oldest department store in Bacolod and Clair Embroidery
near Barangay 38 Peoples Hall and other Government offices such as DTI,
PAG-IBIG and NLRC.
Barangay 38 is blessed with productive and
efficient politicians like the late Congressman Romeo G. Guanzon, SK
federation Chairwoman Cristin Angelie M. Espinosa and presently Hon.
City Mayor Evelio R. Leonardia.

Today, there were
many changes and development in the barangay under the able leadership
of honorable Punong Barangay Renato Claver and with the support of his
council, purok officials, barangay constituents and other sectors.
The Barangay 38 has become the vehicle for
delivering basic services to the people such as the installation of
water facilities, roads and pathway widening in purok sampaguita and
purok Adelfa, the improvement of electrical and drainage system, the
construction of Barangay Arc, the solid waste management and the clean
and green program was properly implemented.
Barangay 38 is a drug free awardees and clean
and green program awardee.
