BACOLOD CITY GOVERNMENT EMPLOYEES UNION (BCGEU)


The Bacolod City Government Employees Union is an organization of public sector employees in the City Government of Bacolod geared towards the upliftment of the economic, moral, social and political well being of its members through collective efforts, guided by the following principles:

  • Social Security and Development

  • Service to fellow government employees, the government, to our people and country

  • Policy of Consultation

  • Policy of Pro-people

  • Policy of due respect to duly constituted authority

  • Policy of No Political Partnership
    Policy of deciding any issue on its merits

  • Non Sectarian Policy

  • Voluntary Membership

BCGEU started in 1989 with Interim officers led by First President, Fred Montaņo wherein the drafting of the Constitution and By Laws was made. The First General Assembly and Ratification of its Constitution and By Laws was held November 1990. BCGEU was registered as an employee' Union with the BLR-DOLE and accredited with the CSC. Nationally it is affiliated with the Confederation of Independent Unions in the Public Sector (CIU) which is Internationally having a cooperation with LO Norway and internationally affiliated with Public Service International.

BCGEU forged its first Collective Negotiations Agreement in 1995 with the CITY represented by former City Mayor Alfredo L. Montelibano, Jr. In 1998, the UNION forged its First Amended CNA with former City Mayor Evelio R. Leonardia where the Provident Fund was implemented. Its second Amended CNA was forged with former City Mayor Oscar R. Verdeflor where a Special Incentive Bonus of P10,000.00 was granted in Union Dues Paying and Agency Paying Employees. The 532 units of Housing Project at the Fortune Town, now CITYVILLE was a negotiated project. In response to its objectives, today, the UNION boast of seven (7) additional Special Leaves and has provided for its Members Welfare and Benefits, such as the Mutual or Mortuary Assistance, Hospitalization Assistance Program, Retirement Benefits, Legal Assistance, Education and Training Program including Worker's Defense.

 OBJECTIVES:
  1. To protect the rights and privileges of all member employees.
  2. To promote self-help activities to uplift the welfare and well-being of the member employees.
  3. To promote unity among city government employees and lead them towards the realization of the principles of Unionism as enumerated in the elections in Article III.
  4. To undertake educational, health, economic and other programs necessary for the well-being of union members.
  5. To serve as Forum for discussing office problems and grievances and formulating plans and policies for the development and advancement of the Union and its members.
  6. To safeguard the union members against abuse and power and authority.
  7. To act as the sole or exclusive bargaining or negotiating agent of all the rank and file employees of the city government of Bacolod.
  8. To gain recognition as a significant sector in attaining the aims and objectives of good government.
