CLEANEST AND GREENEST HIGHLY URBANIZED CITY
IN THE PHILIPPINES |

After five years (1997, 1998, 2000, 2001 and
2002) of making it as the Cleanest and Greenest Highly Urbanized City in
the Philippines, we have finally earned our place in the Clean and Green
Hall of Fame - one of the most coveted and prestigious awards accorded
to a local government unit.
Getting the title was no mean feat for Bacolod,
especially since there were highly competent contenders vying for the
same title, but with the cooperation and support of all sectors
concerned, Bacolod emerged victorious.
The Task Force Clean and
Green and the Department of Public Services are the lead agencies working on these programs.
Also playing vital roles in the implementation of the Clean and Green
Program are the City Engineers Office, General Services Office, City
Veterinary Office, City Agriculture Office, City Health Office,
Department of Interior and Local Government,
and the Market Superintendent and Market Supervisors under the City
Administrators Office.
On their part, the
City Council passed an Ordinance requiring all public utility vehicle
owners and drivers to provide waste
cans or garbage bins in their respective vehicles, and this is now being
complied with, while the City Government
is also working for the
strict enforcement of the Anti-Littering law.
With
the over-all cleaning and greening program of the City is the inculcation
in the minds of every Bacolodnon the values of discipline,
self-reliance, resourcefulness, cooperation, cleanliness and
environmental awareness. Garbage consciousness is now being adopted as a
way of life by many Bacoleņos.

These
programs include the following:
- Adopt-a-Median
Island and Adopt-a-Landscape Project.
- Clean-up
drives in major areas especially the
coastal.
- Regular
flushing operations in 3 major markets in Libertad, Burgos and
Central Markets.
- Operation
Kakas concerning expired and illegal posters and advertisements.
- Inspection
of public toilets inside theaters and restaurants to determine
compliance with sanitation standards.
- Door-to-door
method in garbage collection with 137 collectors working on 3 shifts
from 5 a.m. to 12 noon, 12 noon to 7 p.m. and 7 p.m. to 2 a.m. covering
32 collection zones.
- Continuous
propagation of trees, plants and seedlings.
- Acquisition
of additional equipment such as dump trucks, compactors and skip hoists
for garbage collection Regular dredging operations in several waterways in Bacolod.

PUBLIC
PLAZA. This is the band stand
at the center of Bacolod public plaza. This stage has held a thousand and
one celebrations that has gathered the community together and has
entranced foreigners and visitors, celebrations like the
MassKara Festival. Names of varied famous artists like Beethoven's love
for the arts and music. Both sides of this city's ensign is landscaped, as
one of the priority projects of the Clean and Green, fund of which came
from the realignment of the city's prize as the Cleanest
and Greenest Highly Urbanized City in the Philippines. Aside from the
landscaping, old trees, flowers and other ornamental plants teemed at the
public plaza

RIZAL
CENTENNIAL PARK. In commemoration of the one hundred years of
Philippine Independence, Bacolod City built a monumental structure
of the National Hero Dr. Jose P. Rizal, and a piazza to honor and applaud
his martyrdom for our freedom. The park is one of the city's attractive
historic structure right in front of Rizal Elementary School, which is
also a landmark as one of the oldest edifice in the city. In reverence to
the past and a heritage that has given Bacolodnons the identity and
culture, this park is very well-landscaped and decorated with Indian
trees, well manicured purple bush and intricately trimmed golden rosary
highlighted by other flowering plants.

MINI-FOREST.
This is the mini-forest at Pagla-um Village Elementary School.
This symmetrical line of trees has won the school an award from a foreign
sponsored contest for the best mini-forest. These three-year old trees
imply environmental message to the students to take care of the Nature by
planting trees in their community.

AWESOME.
These are not candies on a tree, nor a balloons on the air, but
this is actually a tree with uniquely arrayed leaves. This work of art and
nature is located inside the compound of Bacolod Trinity Church.

TREE HOUSE IN A SCHOOL
GARDEN. "Balay Paliwa-liwahan', or a 'rest house', gives
Pagla-um Village Elementary School an image aside from a place of
education. Pulchritude has given her a milieu that is more conducive for
learning.

CAPITOL LAGOON.
One of the scenic attractions in the city, is the lagoon and park in front
of Provincial Capitol Building. Tropical trees and a variety of ornamental
plants and flowers that exude a cool atmosphere for joggers and strollers
encompass this another landmark. The ample shade trees in the park afford
a nice shelter to families and impart joy to the children who spend time
to play land during weekends.
