The
Philippine Foundation for the Rehabilitation of the Disabled, Inc. (PFRD)
awards Bacolod City the 2005 APOLINARIO MABINI AWARD for the Local
Government Unit of the Year.
In a letter of the Awards Committee Chairperson
Milagros A. Drilon to Bacolod City Mayor Evelio R. Leonardia, PFRD said
that they have decided to award Bacolod City after a careful review of the
work of Leonardia’s office has done for the welfare of persons with
disabilities or PWDs in his area. PFRD
further added that Bacolod’s program can be a model for other LGUs.
When Leonardia assumed office in July 2004, the
Association of Disabled Persons Bacolod was organized.
One its projects are the institution of access ramps for persons
with disability in strategic areas in the city including the Bacolod
Public Plaza, the only public plaza with access ramps in the region.
Around 30 access ramps were set up to date by the City Engineers.
The City Council for the Welfare of the Disabled
Persons has been active in its programs for the PWDs.
Five talking computers for the blind donated by the Rotary Club of
California were set up at the Bacolod City Library.
