Bacolod
City will host a forum on Open Learning and Distance Education at 10 am
– 12 noon today at the BAYS Center.
This is a joint activity between the office of Mayor Evelio R.
Leonardia
and
the University of the Philippines Open University Visayas Campus.
UP Open University Vice Chancellor for Academic
Affairs Dr. Victoria A. Bautista will discuss open learning and distance
education as an option for both private and government sector to pursue
advance education without leaving work and home.
Leonardia said that education is a right and
education of every individual. “Distance
education will provide a structure for our constituents who lack the
opportunity to pursue higher studies under normal circumstances.
Many Bacoleños take on a number of jobs at one time and going to
school after office hours is almost impossible.”
Leonardia added that with distance education, going to school
becomes a pleasure.
The City Mayor’s Office through its education
cluster headed by Executive Assistant Rudy Yanson had invited government
and private employees, educators, businessmen, media and other sectors to
the forum.
Distance education started in the country through
the school-on-air program “Paaralang Panghimpapawid” aired over DZLB
in UP Los Baños in 1967. The
purpose of the program was to reach farmers and answer their needs for
information without requiring them to leave their farms and homes.
In July 1991, UP President Jose P. Abueva created a Distance
Education Committee tasked to study the desirability and feasibility of
distance education at the university-wide level.
They initially focused on three subject areas:
Teacher Training, Applied Computing, and Public Administration.
