Evelio Leonardia thanked the representatives of the Board of Investments
for responding to the invitation of the Bacolod Business Development and
Investment Promotions Center to come and conduct a seminar-workshop on
Investment Generation which ended yesterday, May 25, 2005 at the Sea
Breeze Hotel. "Bacolod is one of the places in the Philippines that
had established itself as an investment venue," the mayor said. He said,
the city should have called on the BOI long ago as the Board has been
conducting seminars for LGUs on Investment and Promotions for many years.
"We know where we want to go - maybe this time, with BOI's help, we
will know how to get there", Leonardia said.
The seminar with the theme: "Capability
Training on Investment and Promotion" was conducted by the Director
for Investment Promotions Group, Dennis MIralles and Chief for Inbound
Mission Servicing Division, Marketing Services Department, Joy Josette
Lachica, both of the Board Investments under the Department of Trade and
Industry.
Director Miralles of the BOI said that investment
development is more than just the processing of permits and licenses but
rather it has to do with image building, investment generation and
investor servicing. It has to do with an effective advocacy. He said, it
is also because the mayor is a very busy man and he does not have the time
to attend to all the speaking engagements. "Establishing a good
database for investor's reference is of utmost importance to investors
servicing" Miralles said. "It is just irritating for the
investors to be passed from one office to another in search of data",
he said.
Ms Joy Lachica, on the other hand, said that the
by-line "City of Smiles" is tourism-oriented and that we should
have another for investment promotion. She said that the city needs a
"tag line" that is relevant to national and international scope
identifying the city as an investment haven and not just as an tourism
destination.
The seminar-workshop was attended by the Negros
Occidental Fil-Chinese Amity Club, Inc, the Hotel and Restaurant
Association of Negros Occidental (HRANO), Association of Negros Producers,
Metro Bacolod Filipino-Chinese Chamber of Commerce, CREBA, representatives
of the Sangguniang Panglungsod, department heads of City Hall and the
Staff of the Bacolod Business and Development and Investment Promotion
